Burley is predicting a “great European night” and for Dortmund to win by a couple of goals.
But ultimately he believes Tottenham will just hang on to make the Champions League quarter-finals.
“One of the greatest atmospheres in football at Dortmund in that stadium,” former Chelsea midfielder Burley said.
“Tottenham I think were a little lucky at the weekend against Arsenal.
“They had a lot of domination but you can get at this Tottenham defence.
“Hugo Lloris, as we know, has got an error in him, the goalkeeper.
“The one thing I’d say is Borussia Dortmund are starting to come back to Bayern Munich domestically, so their good form has somewhat been thwarted.
“I was surprised by Lucien Favre’s team selection in the first leg, particularly Christian Pulisic playing.
“He hasn’t played much football, I thought he was way too open.
“Personally I think Dortmund will win this game.
“I’m going for a nervy night for Tottenham but I’m going to go for a Dortmund win by a couple of goals and a lot of nerves. But not enough to go through.
“I think it’s going to be a great European night there but I think Spurs are just going to hang on.
“Baring in mind Dortmund are going to have to chase this, it’s going to be a great evening of football.
“Just to watch and see ‘can you chase down this 3-0 lead?’.”
Dortmund welcome back Marco Reus from injury after the forward missed the first leg.
Harry Kane is also set to play for Spurs after sitting out of the Wembley clash.
